Yes, it's true, God could have come to the world in any form to save his people. But it was important for Jesus to come in human form. In Hebrews 2:14-18 which tells us, Jesus had to become human flesh and blood and through his death destroy the one that had the power of death, that is, the devil. The reason being goes back to Adam and Eve eating of the forbidden fruit, causing sin to come into humanity and God leaving man because of it. In order to redeem man God sent Jesus who had a heavenly father and an earthly virgin mother. He couldn't come with an earthly father like us because of the sin nature in man. Jesus came as the perfect representative of God in the flesh to redeem man back to God, in John 1:14says, And the word was made flesh, and dwelt among us, (and we beheld his glory, the glory as of the only begotten of the Father,) full of grace and truth. Jesus did this to fulfill God's law.
